Approve the Recommendation of Community Development Partners and Mercy House Living Centers to be the Developer/Owner/Services Team to Undertake the Acquisition and Conversion of One or More Motels for Permanent Housing With a Focus on Providing Housing for Project Roomkey-Eligible Individuals; Approval of, and Authorization for the County Executive Officer (CEO) to Sign, the Cooperating Agreement Among the County, Community Development Partners and Mercy House Living Centers; Authorization for the CEO to Make Minor Modifications Necessary to Carry Out the Terms, of the Agreement; Adopt ion of a Resolution to Apply For and Accept Homekey Funds from the California Department of Housing and Community Development (HCD) in a Not-to-Exceed Amount of $24,000,000 for Capital Expenditures and $3,120,000 for a Two-Year Capitalized Operating Subsidy and to Execute Standard Agreement with HCD and Any and All Other Documents Required or Deemed Necessary or Appropriate to Secure the Homekey Funds from HCD; and Approve a Commitment in a Not-to-Exceed Amount of $504,000 Per Year in 2021, 2022 and 2023 From the County's Permanent Local Housing Allocation for Capital Development of Rental Housing to the Proposed Homekey Motel
